Cold in-place recycling describes a technique in which the entire
roadway pavement is pulverized and both the "bound" and
"unbound" courses are completely reutilized.
The addition of binders produces a new mixture of materials which
is placed directly by the recycling machine and serves as the base
or foundation course. Various materials can be used as binder. Cement
and bituminous materials are most commonly used.
The process is enhanced by Wirtgen's Model WM 1000 Suspension Mixing
Plant, which permits computer-controlled, dust-free addition of
cement to the cold recycling process when used with Wirtgen recycling
equipment.

A surface dressing is applied to seal the surface of minor
roads. One or more asphalt courses are placed on the stabilized
base for higher-traffic volume roads.
